日高市、高麗本郷のメガソーラー計画

    現在、日高市高麗本郷の日和田山に連なる山に巾着田とほぼ同等の面積で

    木を伐採するメガソーラー建設が計画されています。

    計画は既に八割は進んでいます。

    しかし地元民を含む高麗本郷のほとんどの人達は昨年の12月、

    また今年になるまでこの具体的な計画を知らないでいました。

     

    「山の上のおじいさん達がやっている畑にパネルが並ぶらしいよ」

    くらいのことは聞いていましたが、

    まさか15hectare(東京ドーム3.5個)の面積でとは。

    まずは高麗本郷、横手、武蔵台、横手台団地、

    さらには日高市民が知る必要があります。

     

    今回、この建設を進めている企業(TKMデベロップメント(株))は

    山を30年間借りた上で(30年レンタル)、山の木の伐採を始めようとしています。

    買い取った上の計画だとしても、もの凄い規模の伐採です。

    もちろん30年後の山にはもう木は無いでしょう。

    伐採後、山に降る雨水は大量の泥水となり、すぐ下の高麗川に流されます。

    すぐ下流には日高市が誇る巾着田があります。

    結局のところ、ここ日高の高麗本郷には何が残るのでしょうか。

     

     

     

     

    Consequences of the Mount Hiwada Mega-Solar Project

    Planning is currently well underway for the cutting down of trees to clear an area almost the size of Kinchakuda grounds for the construction of a mega-solar power facility in the hills just to the west of Mount Hiwada in the Koma Hongo district of Hidaka City. Plans for this project have already reached the 80% completion level. However, as of December 2018 —and even more recently, January 2019— hardly any of the local residents of Koma Hongo have been informed of the specific details of the plan.

    Word has reached us to the effect that "Solar panels will apparently be laid out in the hilltop fields being tilled by local elderly farmers!" - an unbelievable 15 hectares of land (3.5 times the area of Tōkyō Dome! Put another way, that is some 37 acres or the size of about 37 American football fields!)

    To begin with, is it not the right of residents of Koma Hongo, Yokote, Musashi Dai, the Yokote Dai housing complex, and also all residents of Hidaka City to be informed about this? At this point, commercial enterprises are proceeding with construction based on renting the lands for 30 years: they are about to go ahead with clearing the land of trees.

    Even given that the land in question has been bought up, that is deforestation on a huge scale. That means that for at least 30 years into the future and beyond, these hills will be denuded and devoid of protective tree covering.
    Once the land is cleared, the forests will no longer be there to protect the land from the direct impact of falling rain and the resulting huge runoff of muddy rainwater that will flow directly into the Koma River.

    Just a bit downstream is Kinchakuda, the pride of Hidaka City that even Emperor and Empress of Japan have come to see. With the degradation of Kinchakuda —that people from all over Japan come to enjoy— is it not imperative to take into consideration the full range of environmental consequences for Hidaka's Koma Hongo district? In addition, a significant economic impact can also be anticipated.
